A visitor's profile, and most especially a resident's profile, is one of the first things that needs to be policed by the staff at a place that allows child avatars. Profile pictures and profile wording, explicit or even suggestive of virtual child abuse, are good grounds for banning an AV. And if it is an issue with multiple avatars, that indicates that the grid is not doing enough to protect against virtual child abuse. A grid ban is the right response.
In the past, some AVs with inappropriate profiles were found on this grid. The grid responded that these were just visitors. Even so, as difficult as it can be, visitor profiles need to be scrutinized. If there are not enough staff to do the job, residents should want to protect their grid by reporting people with inappropriate profiles.
[LATE EDIT] Comments are locked. Editing comments are not. I'm doing so, as more current comments by the OP make it clear they ban all child AVs, no matter if they are well-behaved or not. In fact, it sounds like they are banned even before they can do anything but rez. That's the grid owner's choice, of course. But the implication is that the ban is due to misbehavior. It's clear that it doesn't have to be.
Checking the profile, listed groups, and pictures can reveal that an AV is into virtual age-play. I don't see that the OP has provided any evidence of any AV, child or adult, with this kind of profile. That's unfortunate. When no evidence provided, it's fair to say that the claims are unfounded.
